Hi Stephen,

Have a look here for a brief description of the IPMon32.exe file:
http://www.kephyr.com/filedb/index.php?viewtopic=IPMon32.exe

Since Verizon is, apparently, not utilizing that tool anymore, it should be
safe to uninstall the IP InSight Monitor if it appears in Add/Remove
Programs. If you are unable to locate the uninstall program for it, you
could try stopping the monitor from loading at startup (and, hopefully, that
will stop the error message that you're receiving):
Go to Start>Run and key in msconfig then click on OK or hit ENTER. Click on
the Startup tab. Locate the entry for Ipmon32 and click in the checkbox
beside it to uncheck it. Click on Apply then OK. The next time you restart,
you'll receive a message regarding your using Selective Startup....click in
the checkbox beside "Don't show me this dialogue again".

Hi Stephen,

IPMon32.exe is a file used by Verizon and possibly other
ISP's as a diagnostic tool. It can safely be removed.

Use Msconfig to temporally disable it. Go to Start - Run and
type Msconfig and press enter. On the Startup tab uncheck
it and click OK.

If this takes care of the problem you may want to consider
uninstalling the Verizon software.
