Poor performance on Windows 2000 machine

I am looking at a machine that is running very very
poorly. With nothing running (no application programs)
and I do a ctrl-alt-del to review the processes and
performace, I notice the CPU is at 100% constantly and
the process that seems to be hogging all the resources is
a program called svchost.exe.

What is this task and what is it doing?

Your machine is probably infected with a virus. Check
the many posts in this group that have "svchost" in
the Subject line.
