policies

Hi there,
My W2K machines take a lot of time applying policy setting message
before the login on an AD domain almost 7 minutes, XP machines seem to
copy the polices after the login which slow down the login process as
well. Anything to optimize this?
On top of this after I add users to a group they do not have the group
privileges even after a reboot maybe only the next day, why it takes
so much time to propagate through the AD network? I have an AD network
with sites and each site has its own domain controller. Any ideas?
Thank you, T

Can you describe your DNS setup? What DNS server does the servers point to
for Primary and Alternate? What about the clients?
