In the Explorer > Tools > Folder Options > View uncheck "Show popup
descriptions..."

Are you talking about the little yellow tooltips that appear? I haven't
found a way to get rid of all of them (actually, I like them so haven't
looked very hard) but you can turn off some of these by using Folder
Options> View. Uncheck the box next to "Show popup description for folder
and desktop items."
