Pointer has a secondary bar

When I move my pointer, a tiny bar opens and takes control of my pointer. I
can no longer move the pointer where I want it to go. How do I get rid of
this little devil and regain control of my pointer?
 
I trust you have anti-virus and anti-spyware installed.
Run both and see what nasty's they find.
