PnP-X IP Bus Enumerator Service is Broken

For some reason I can't get this service to start. If I try to start it
using "net start IPBusEnum" I get:

The PnP-X IP Bus Enumerator service is starting.
The PnP-X IP Bus Enumerator service could not be started.

The service did not report an error.

Any idea how to fix this service? I have been unable to sync my pocket pc
phone for a while now, and I think it is related to this service.
