Plug and Play greyed out

Hello,
My device manager will not populate. I've tried the fixes in here and
been to Kelly's site as well. Nothing has worked...yet. I cannot stop
and restart plug and play, start and stop is greyed out, which has been
described as a fix for the device manager issue.
So my question is there a fix or workaround for the plug and play being
disabled?

The BIOS setting isn't a factor here. The Plug-&-Play service should be
set to Automatic and the control buttons are normally "Grayed Out". I
would log in to the Administrator account (Safe Mode if Home Edition)
and check the Device Manager listing there.

Also if you're Registry competent - check the following Key, which will
hold all the enumeration table data for Device Manager.

HKey_Local_Machine\System\CurrentControlSet\Enum

I don't have that key...I've already looked, can I just add it via copy
and paste?

Are we on the "Same Thread" ? - You "Might?..." be able to clone the
Enum Key from one of the other Control Sets (001, 003), but I have
not done the process personally. You would have to export the Key
from the alternate Control Set, Edit the .Reg to reflect the Current set
and then import. I wouldn't even consider this, unless you take a system
image first. (9.3 on the "Shoot-Yourself-in-the-Foot, scale).

I logged in under Admin in safe mode, device manager is still not
populating...Is there anything else I can do?
I found the ENUM keys, butn don't know what subset I'm looking for. I'm
pretty proficient with registry editing. Tell me what I'm lookin for?
