Please help

I need to know how to make my nephew's internet (road runner)
temporarily disconnect at 11:00 PM every night. I'm not sure how
though. If anyone knows how to set up and disable it, it would be
great if you could let me know.

While I don't know of any "modem restrictors," there are plenty of software offerings.
