You're not trying to send a fax while connected to the internet are you?

Standard faxing using the telephone line, not your internet connect
whether dial-up or broadband (and it you have dial-up internet then it
must be disconnected to do the faxing). If you are using an internet
fax service, you don't even need a fax modem or telephone line (unless
that is your internet connection). You say you are using a fax modem.
That means you need to use a telephone line, and it cannot be busy
with your dial-up connection to your Internet provider else, well,
then it will be busy just as if you were already talking on the phone,
too.

I'm not on the internet and not trying to do anything else. Just send
a fax. Not even drink water.

send a fax to your cell phone... see if it rings

if it rings, than the number you are trying to send the fax to is not
correct or truly busy
if it doesn't ring, than it might be your fax modem settings, or application
settings

You said "fax modem which connects to the internet". A fax modem uses
its own protocol to handshake with another fax modem or fax machine on
the other end of a telephone connection. The connection between the
two end points is no different than someone calling someone else on
the telephone. Yet you mention the Internet. Yes, you do use the
Internet. You are here. So how do you access the Internet? Via
dial-up? How do you connect to Optusnet?
