playing DVD

once again, when I try to play a DVD, the picture freezes, then starts up
again, then freezes, etc. also there is no sound. I have been through
troubleshooting technical support and downloaded a new sound driver. what do
I need to do?

Is this a shop bought dvd? Does it play on a normal dvd player? Have you
tried updating the graphics card drivers? reducing the acceleration on the
graphics card? Which app are you using to play the dvd? Do you have a dvd
encoder installed?

Windows Media Player cannot play this DVD because the disc prohibits playback
in your region of the world. You must obtain a disc that is intended for your
geographic region.

I get this when I try to play dvd's from another region. Is there any way I
can overide my computer's restriction to one dvd region permanently
