It -could- be the quality of the CD or of the CDROM drive.
It -could- be some sort of protection scheme that wont allow
the CD to play in the computer.
If it were the CDROM, the simplest thing is to replace, but
that would also be the last resort, because if it any of the other
teo, replacing it wont help any.

It depends on the type of CD player (otherwise said: the age of
your CD drive).
Older CD drives do not support newer CD formats.
E.g. many older CD drives cannot read Re-writable CD's.
Some CD drive vendors offer firmware upgrades for their drives.
