play a cd-rom game

I put a monopoly cd-rom in the top tray and all i get on screen is sound
effects from the game.I clicked on "start", then "control panel" then
"hardware and sound" and then "play cd's or other media autmatically" and
tweek around with the settings but nothing worked. Anyone have any other
suggestions?
