pictures won't display!

I ju'st got a new computer that uses windows XP. I used to use windows 98 on my old computer and had no problems saving pictures. Here is the problem...When I try to save pictures from the web, they don't display. It keeps saying "no preview available" The file seems to be there, but there is no thumbnail. They are either JPEG or ART files. Maybe I am saving them wrong? Someone please give me a step by step on how I should be saving them, and then some insight into why they aren't displaying.
