Pictures/thumbnails will not display

Thumnails and certain pictures will not display on
various websites. I have to go to the "red x" and right
click, then choose "show picture." Do I need to change a
setting?

Go to View > Encoding and select Western European (Windows)

I get this same problem but not on every site. I have tried Western Euro Windows and no change. Someone said that it something to do with Java. I could open the password panel on a particular site when in Win98 but after upgrading to xp pro I get the red cross.
