Pictures in this message could not be found

Can anyone help me with this message "One or more of the pictures in this
message could not be found. When you send this message these pictures will
not be included. Are you sure you want to send this message?'
I'm trying to forward an email that has pictures in it.

Make sure the image you are attaching is not open in
another program.

Make sure attachments are enabled:
Tools, Safety Options, Security, uncheck "Block images..." and also
uncheck "Do not allow attachments..."

Also go to Tools, Options, Send, Mail Sending Format, HTML Settings,
make sure "Send pictures with messages" is checked.

If all those settings are correct, which antivirus are you running?
Some of them are not fully compatible with Windows Mail. Make sure
it is not configured to scan emails.
