I had this problem a few times and it was in one of my security programs.
You'll need to find which program is doing the blocking. In my case, it was
a setting in Spy Sweeper. Once I removed the checkmark, all was normal
again.

On some web-sites, a picture is missing and there is just a little x in the
upper left corner.
