You might want to post your question in a newsgroup dedicated to
Windows XP.
This is a group for asking questions about Microsoft Access, a database
program that is part of Office Professional.
Off-hand and without checking it out, I would imagine you'd find that
by going to the Control Panel and then "Add/Remove Windows Components",
but that's just a SWAG.
