Pic disappears from template when uploaded

I've gone through all my local folders and everthing seems to be uploaded. I
created a new page file, attached the dynamic template, added content of
links and pics, but the one pic in my template (upper right corner of mast)
does not appear after the upload. Howevever, it does appear in the preview.
This has happened to me before (many moons ago) but I can't remember how I
fixed it. One thing I have noticed is that the remote site contains both page
files and folder of all other existing pages, but not for the one I recently
created. Is this part of the problem? Is the template flawed? Any assistance
would be appreciated. Below is the link:

I do not see a valid link to an image in the html:
</v:rect></v:group><v:rect id="_x0000_s1029" alt="Eighth Judicial District Map"
style='position:absolute;left:460.5pt;top:27pt;width:111.75pt;height:63.75pt;
z-index:4;mso-wrap-distance-left:2.88pt;mso-wrap-distance-top:2.88pt;
mso-wrap-distance-right:2.88pt;mso-wrap-distance-bottom:2.88pt'
o:preferrelative="t" filled="f" stroked="f" insetpen="t" o:cliptowrap="t">

Also you should remove the spaces in the file name for the dwt and replace them with dashes

You are using VML graphics for the masthead without any downlevel images
for browsers other than IE.
Most non-IE browsers will see nothing on your pages - you have more to
worry about than one missing image, though the downlevel images will be
poor quality .gif, and any links will fail as well.

See http://www.rxs-enterprises.org/tests/vml-graphics/ for reasons why VML
should not be used on web sites (with the possible exception of Intranets).

Correct me if I am wrong, but official web sites such as this must pass 508
accessibility tests - using VML is a certain way to fail these tests.

Thank for your response. I was out of the office yesterday. Oddly enough, I
logged on this am and the map was there although the text below had the
character "x" added. I also notice that the previously non-existent remote
site folder for silentauctionvac3 now exists. Unfortunately, I had to make
one more change to that page and add a link to my index page. Lo and behold,
when I uploaded, the map disappeared from the silentacutionvac3 page as well
as the index page. Very confusing. Admittedly, this site is somewhat cobbled
and we are in the process of starting from scratch with a redesign for many
many reasons. In regard to adding the dashes to file Web site template, how
will that affect the attached pages? What is the benfit of adding the dashes?
Our site is so quirky I am afraid of a crash with every little change, which
I cannot afford during the next two weeks. This site is so buggy, and I am
sure it is probably my fault from bein a newbie when I started and not having
the time for a major overhaul. thank you in advance for your response.

Have you tried re-calcing the links?
