Photo manipulation program?

I'm looking for a freeware program that will allow me to do something
specific. Usually, I do not manipulate my photos digitally but I have
a specific idea I'd like to try. I want to superimpose a photo on
another photo in such a way so that the photo will be semi-transparent
and one will be able to see the other photo behind it. Is there a
freeware program that can do this? I would prefer a relatively small
program because I do not do that often.

AFAIK any image editor with layers will do this.

I would recommend The GIMP but it isn't that small.

Photofiltre can do this. You just paste one photo on top of the other,
then go under Edit - Fade Paste and turn down the opacity of the pasted
image to make it transparent.
