Photo Editing Software

Need some advice.

A friend who uses WinXp (which I avoid like the plague) has a scanner and
a mid-range digital camera and has aked my advice. He has been given two
CDs which appear to be free OEM software which I'm unfamiliar with.

a) Sony LaboPhoto Express - Limited Edition
b) Kodak Picture Page Software.

Anybody used these and any comments on them?

I use the Gimp on unix machines but the Gimp would blind him with science.
Is there one outstanding (or very good) general purpose freeware Photo
Editing program which is easy for a novice to use and (probably an
oxymoron) both powerful and without too many bells and whistles/complex
tools?

My father-in-law uses Photofiltre. And if he can make sense of it, that
makes it simple indeed!

If he just wants simple changes then Picasa2 may do all he wants. It
can rotate, crop, adjust brightness, apply a few special effecs etc.

It is (IMHO) very easy to use.

Or perhaps IrfanView.

Without a doubt photofiltre,
it is very fast and straight forward.
I have a similar friend and after i installed it for him that was all he
would talk about!

Thanks for the suggestions. Apparently a colleague of the guy who was
asking for suggestions uses Picasa. I've suggested he tries that first as
that way I offload "technical support" on to his colleague!!

Photofiltre looks interesting. I've suggested this as well but with the
caveat that he's on his own as far as support is concerned.

IrfanView is also a possibility but I gather he has also bought a copy of
ACDSee.
