Photo Deluxe 4 runs under Administrator account only

Hi Folks,

I had Photo Deluxe 4 on an XP PC for awhile. It used to
work OK under normal user account as well as under
Administrator account. This application somehow won't
lauch under a user account anymore (double click the
application icon, nothing happens not even the splash
screen) but works OK if I log on as the Administrator. I
have not changed anything on any user accounts. I
uninstalled the application and re-installed it. I still
have the same problem. Could this be some access
permission setup? Or something else?
