photo attachment options "bug"

try to duplicate this: open a new mail message and drag a few photo files (I
was using jpgs) into it. open the "attachment options" pane and the photos
can be resized before sending. close the new message without sending it.

now right-click on the same photo files and select "send to > mail
recipient." click "attachment options" again. the photo resizer part isn't
there!

am I insane? is this a bug? or dies MS assume that you've got them resized
if you're sending them the second way? Incidentally, the XP Resize Pictures
PowerToy doesn't work on my system. it installs fine and I've restarted a few
times but it just does nothing. hence my need to resize in the message, but
what a weird discovery.
 
The Send To option only loads a limited version of Outlook. Note that other
default settings are ignored as well like message format (always Plain Text)
and signatures (doesn't automatically show your default).

this happen? and is there a way to force "Send To > MR" to format the message
as if Outlook was open, and I had created a new email that way?

this is yet another very frustrating "feature" from MS: let us send files
from explorer but limit what happens when we use the feature.
 
It's a limitation in the Send To command of Windows itself IIRC. A
workaround is to start a new message first and use drag & drop to insert the
selected images.
