Am looking for freeware or cheapware!

It needs to scan picture, be able to text label it ON picture, and
have ability to insert LOTS of txt (story with picture).

Any ideas?

I've been through downloads.com and lots of private demo programs.

Since this group is for the discussion of freeware, I'm not going to
recommend any cheapware. However,

Scanning is done by your scanner's Twain driver. What you need then, is
a graphics program that's twain compatible. Photofiltre is a good one
for this:

be able to text label it ON picture,

Any of the above will do this.

and have ability to insert LOTS of txt (story with picture).

This is better done by using a word processor and inserting the image
into a document. If you don't have a commercial word processor program,
then OpenOffice is the best freeware office suite and comes with a word
processor module built in:

XnView is easier to use than Irfanview for overlaying an image with text,
particularly dense text.

Alternately, you can have the program display text associated with an image.
This text is stored in a seperate text database that you can edit from
within the program or just using a text editor.

Finally, you can export this text to an HTML photoalbum.

Lots of options, easy to use.
