-- Using IE 7 - WindowsXP 2002 Pro - SP3

When I go toTools/Internet Explorer Options/Advanced; I find that the
Phishing Filter has an exclamation mark in it.
The option: Disable Phishing Filter is unchecked

I went to Tools /Phishing Filter and it shows, 'Turn Off Automatic Website
Setting'
This means it is on, yet I have no icon in my system tray, near the clock.

If Phishing Filter is used, does it slow up web page connections?

The Icon for it is not in the System Tray.
Your settings, with ! mark, are correct.
If in doubt, in Advanced> click on "Restore Advanced Settings"

At the bottom of IE7, you have "globe with Internet", and Zoom feature.
Click on a favourite and go to it, and you will see the Icon(with !) show up
in front of the "Globe and Internet, for a second or two.

I have no problems with speed, using it.

Yes, to varying degrees, depending on the 'net latency, size of the
website being checked, and so on. Usually it's not a problem but on
some sites or at certain times it might be annoying. Personally I've
never yet had it catch anything but I have sat waiting for it..
If you right click on the box it's in, you'll note you can change the
settings to a few different things. Check that out. At least you can
turn it off & back on from there if nothing else useful.
