Phantom Rules that aren't visible

I have an end-user that is still receiving forwarded messages via an old rule
that has been removed some time ago. We've searched the client side as well
as the server and can't seem to find what's triggering this as no rules
populate on either end or when the mailbox is setup on a different client.

Any ideas? Thanks.

And otherwise (assuming an Exchange mailbox) use the mdbvu32.exe Exchange
Resource Kit Tool.
