Phantom restarts

My wifee's computer is running Win XP. Every time she
starts it it getts to the loading screen runs for about 8
seconds then reboots the system. She has tried to use last
know config and even safe mode with the same result. She
has resently replaced the power supply in the system. I'm
in Korea and She is in the states. I would appreciate any
help that I can walk her through. Is there a fix that
won't require here to reload the system? thanks.

Does the same thing happen in Safe Mode?

If not then boot up and have a look around the system like in Event Viewer
(eventvwr.msc from the Run box). She might need to run a full Virus Scan
with the latest virus DAT files of course.

A reinstall may be necessary (not a clean one at first though)
