Phantom messages being "sent" - Outlook 2003

Running on a Dell laptop on Small Business Server 2003 Premium LAN. Email
is hosted by ISP, Exchange used for internal email.

Our Director just got back from a trip and has a problem (sort of) with
Outlook; when he hits Send/Receive, we see it trying to send 12 emails via
the ISP. Odd thing is, there's nothing in his Outbox. Another thing that's
odd, when we look at Details during Send/Receive, we see three instances of
Exchange sending & receiveing and 3 of the ISP doing this. Looked in his
Accounts and only see one of each listed (as it should be). Took at look at
the Queue in Exchange and saw nothing.

What's going on??

Didn't work. I got to the part where I click Abort Submit, and it tells me
it can't find ... "something". Looked like a registry entry. (there were
two hidden read receipts).
I deleted his profile in Control Panel > Mail, and then re-created it, same
thing.
On a related note, he continually gets "outlook cannot logon to the incoming
mail server" errors when sending. When I look at Details of Send/Receive, I
see 3 intances of Outlook sending and receiving email -- 3 of the Exchange
in and out, and 3 each of the ISP email in and out. He's getting most, but
not all his email.
I've tried (this morning) using the Windows Uninstall Utility to completely
remove Outlook, then reinstalled Outlook from CD. Got the same problem.

What else should I try?

Well, I deleted his old profile once or twice already on the laptop. Don't
think I rebooted before I re-created it. Maybe I should do that.

I'd be surprised if that would make a difference.
