Personal Fold Error - Was not Properly Closed

I am getting the message that my Personal Folder was not closed properly
every time I open Outlook. Sometimes my incoming emails do not work after I
have received this message. I have tried the repair - but I am still getting
the error.
 
Post at least some basic information. You know. Just simple things. Like
Outlook version, mail transport type and the steps that lead to your
problem.
