Persistent Language Toobar on Taskbar

Try this.
Hit start/run then type in msconfig. click on the
startup tag. look for ctfmon. remove the check next to
it. This should disable the bar.

That is not the correct way to remove ctfmon.exe. The correct way to
un-install ctfmon.exe can be found in this KB article:
