Where can I set the guest account permissions? I don't
want that account to be able to change like backgrounds,
etc. But I also want the two other administrative
accounts to be able to do anything. How do I do that?

This should be automatic. The guest account is quite limited in what it can
do.

As to the administrator accounts, they can do the things you have requested.
If you have XP Pro, you can set up groups and be quite specific about
setting permissions but you need to use the Group Policy Editor. You can

Group Policy Editor is unavailable in XP Home Edition.
