All of sudden I've had a user experience a weird issue. Whenever they
attempt to send an email message they receive the following error: You don't
have appropiate permissions to perform this operations.

On top of that everytime they attempt to create a new email they get a
message about microsoft word being busy or unavailble. I can open up word on
its own without an issue

Before we go any further, I would like to confirm if you are using Exchange
server email account. If so, based on my experience, it is possible the
issue is related to the corrupted mailbox if the issue occurs on one user
account. To determine if the issue is related to corrupted mailbox, please
perform the following steps.

Please log on the problematic user mailbox on another computer to see if
the issue occurs. if the issue is related to corrupted mailbox, you can
refer to the following steps to see if it helps.

You can contact your Mail Server administrator to recreate it using the
following steps.

1. Disconnect the problematic user from the Exchange server.

2. Run Exmerge to back up user's mailbox. The user may also back up
his data in Outlook by exporting it to PST files. (If you have already the
backup Outlook data, you can skip this step. If not, we cannot recover
them.)

3. Delete and recreate the mailbox of the problematic user.

4. Import the data into the new mailbox.

If the suggestion doesn't help, please help us collect more information for
further research:

1. Does this issue occur when you start Outlook in Safe Mode? To start
Outlook in Safe Mode, please click Start - Run, type "OUTLOOK /SAFE"
(without qautotation marks) and then press OK.

2. Please take the screenshots of the error messages and attach them to
your reply or send them to :< (e-mail address removed) >.

3. What are Windows and Office version on the clients? And what service
packs and updates have been applied to the client?

I really don't think this is related to a corrupted mailbox since I had the
userr log onto another computer and no issues existed. When troubleshooting
another issue with our antispyware issue I was instructed to make changes to
the dcom permissions. This issue only happens because when the user is a
member of the power users group. I made the user a local admin and the issue
no longer happends. Would anything in the dcom permissions have this kind of
effect.

From additional information you provided, it seems that this issue only
happens on a specific computer. However, from your description, I am
afraid that I cannot have a clear idea of this issue. Before we go
further, I would like to collect the following information from you to
narrow down this issue:

1. What is the version of Outlook you are using now? Is it Outlook 2000,
2002 (XP) or 2003?

2. What is the type of your email account in Outlook? Is it POP3, HTTP,
IMAP or Exchange Server?

3. Please take the screenshots of the error messages and attach them to
your reply or send them to :< (e-mail address removed) >.

4. Has the user Admin rights on the computer where this issue not occurring?

In the meantime, please also try the following test and let me know the
result:

Start Outlook in safe mode
===================

Starting Outlook in safe mode will disable all add-ins and extensions that
will not start, as well as all corrupted resources, files, registries and
templates.

1. Close Outlook by turn off the Outlook process using Task manager.

2. Click Start-->Run, type "Outlook /Safe" (Quotation marks are not
included and there is a space between Outlook and /safe) and press Enter.

Let me know if the issue persists in the Outlook Safe Mode.

If Safe Mode resolves the problem, please disable the Add-ins by the
following steps:

a. Click Tools, click Options, click Other tab.
b. Click Advanced options button, click COM add-ins, uncheck all the
available options.
c. Test the issue again.
