I have a PC with admin rights set locally and on the
domain for the user, but he cannot access files. How do
I make admin rights inheritable to all files?

I figured it out. The interesting thing is that you have
to make sure that in a domain environment
(e.g.:microsoft.com) that you not only join the user to
administrator group locally but also at
microsoft.com/username. We have a domain logon here and
the second one wasn't added to the administrators group.
