Permissions to Print Spooler service

Hi all -

Is it possible to alter permissions on the Print Spooler service? I have a
non-admin user and I want him to be able to cycle the local Print Spooler
service.

SETACL (freeware) at http://setacl.sourceforge.net/ can also set permissions
on local or remote Win32 services.
