Permissions to Create User Folder when Adding New User

What permissions to I need to set on the root share of my user folder
to be able to only create the user folder when creating a new user?

When one of my helpdesk personnel creates a new user, she would then
type in the profile path in the home folder box
(\\server\users\%username%) but she gets an accessed denied on creating
new user folders. I only want her to create folders and nothing else.
She should not be able to read or list the content of these new user
folders. Is this possible? What do I need to do?

I figured it out. Give the user/group modify permissions on the root
folder and only the root folder of the users share. When the users
share is created through AD Users and Computers, the user folder is
then created but since it is a user folder, the user and domain admins
only have access to this folder and not the individual you orginally
created it.
