Permissions not propogating

On our AD network, when we apply changes to:
- file/folder permissions
- security group memberships
the changes do not take effect immediately. In other
words, if the user logs out and back in (like in the NT 4
days) that is the only way to get the changes to take
effect. I've tried forcing replication and using secedit
from a command prompt on DC's to no avail.
I'm just concerned about one segment (site) of our network
which has 2 DC's on it.

Any help would be much appreciated. Let me know if you
need more details.

Doug,

Do you have multiple AD Sites? By 'Sites' I do not mean network segments
( or subnets ). I mean Active Directory Sites as defined in your ADSS MMC?

Yes, we have two sites in Active Directory Sites and
Services. When I do changes though, I am usually only
testing on one of the sites. For example, One site is
physically located in both Houston and Vancouver. I change
a file permission in Vancouver and test it there as well.
Usually a no go until they log out and back in again.
