Permissions in FrontPage 2000

Within the Permissions set up page what is the difference between the groups tab and users tab? Also within the users tab there are two options available: Everyone has browse access and Only registered users have browse access. Do these options only pertain to the users tab or do they have some effect on the groups tab as well. Thanks!!

Only pertains to users. Groups are set up as a unit to allow a multiple of
individual users to be members.
