permissions for netsh

netsh is a command line utility for manipulating various
paramters on the Local area connection.

I need to be able to allow a particular non-privileged
user to change the IP address of his win2000 PC.

When the non-privileged user runs netsh, the response
is "access denied". How can I modify the security policy
of the machine to allow non-privileged users to use netsh
to change IP addresses?
