Permissions for file sharing in a workgroup

I'm running XP Pro SP1 on PCs in a workgroup.
I'd like to be able to share files with specific
permissions for individuals within the workgroup. For
example, Joe can change the files, but Sally can only
read them. And nobody outside of the workgroup can see
them at all.
I don't see anywhere I can do that. Is it possible?
