Permantently deleting files.

Windows xp pro with sp2 installed.When files are deleted from one of the
folders on this pc they are not sent to the recycle bin,the do not move files
to the recycle bin is not checked in the recycle bin properties .The recycle
bin is not full and it is set to use 10% of a 20gb hard drive.Why are files
being permantently deleted?

Right click the Recycle bin Icon on the desktop
properties
check to see if that HD has a check mark next to "do not moveto recycle
bin..remove files immediately upon deletion"

Most third party apps dont send files to the bin. They simply delete
files.

The HD doesn't have a check mark next to move to recycle bin. This is
strange, I move the folder from the my doc folder to the desktop and back to
the my doc folder and recreated the shortcut for the folder and it is sending
files to the recycle bin. I cannot explain why.
