1. Is there a way to have explorer NOT search the recycle bin for files ?

2. Is there a way to get all or most windows to open full screen ?
for instance the Classic Start Menu box.

Try using the advanced search with the "Search system folders" option
disabled (click the "More advanced options" first).

Alternatively, specify the folder to start the search.

All Start Menu items except the built-in ones are actually a shortcut file.
You can change the shortcut property to open the program window maximized.
Just open the Start Menu, right-click the menu entry, then choose
"Properties". You'll find the setting in the "Shortcut" tab, at the "Run"
field.

But keep in mind that programs can control how their window is displayed.
i.e.: programs that use saved window state for their previous sessions, or
those whose window aren't even designed to be resizeable.

I was mostly referring to the built in ones.

Like the "Customize Classic Start Menu Box window."
