Permanently change primary icon source from shell32.dll?

When I right-click to change the icon for a shortcut, I'd like my
icons collection folder (c:\icons) to appear in the target box rather
than shell32,dll. Is there any way to alter the built-in designation?

Shell32 is not the default. The default is the file that the current icon comes from (most common icons are in that file though).

You could change the icons assigned to the files to your icon library, then it will be the default.

Icons placed on the desktop by program installations will have the default
icon file located in their own directory. However, all other user generated
icons will default to shell32.dll.. e.g a link to a named Lotus Organizer
file or a folder icon..
