Periodic system cpu usage spikes to 97%

Compaq laptop periodically sees the process "system" have
the cpu jump to 97%. You notice it every couple of
minutes when moving the mouse and it freezes for 2-3
seconds. Then recovers and all is well for a couple of
minutes.

Anyway to figure out what in the system process is
causing the periodic behavior?
