Performance settings

Is it best to set performance for programs or background processes? I know
with xp background was best especially when using tv tuners but does it
matter anymore with vista?
 
It depends on what priority you want the OS process management scheduler to
give to foreground or background processes. If you have lots of background
things always running (IIS, etc) and can stand a slight delay for foreground
(user-initiated) activity, then you can set performance to favor background
processes. Otherwise (and the default) is to set it to foreground.
