Per Server to Per User

I have setup a Windows 2000 Terminal Services Server in per server mode. Can
I change this to per user without reinstalling terminal services?

Regardless of whether you're referring to CALs or TSCALs (TSCALs are not
licensed per server, and per-user is not available in 2000), this can be
changed w/o reinstalling. It sounds like you're referring to the License
Logging Service, which we usually disable, as it has no dependencies, and is
disabled by default in 2003.
