License and server problem...

I have installed a 5 user CAL for terminal services and it shows
up in the license manager for Terminal Server Licensing. However,
there is no way (that I can see) for me to change the server from
Administration mode to Per User Mode. When I open the Terminal
Services Configuration Manager the only option I have is for the
Remote Administration. I've changed it in Group Policy (I think)
and it's still blocking any connection after 2 and it should now be
allowing 5. My Google searches and searches here have all been
pointing me to the Configuration Manager but "Per User" is not
an option in my dropdown.

This is Windows 2003 Small Business Server Premium Edition.

This is impossible.
SBS2003 does not support Terminal Services (in Application Server
mode), only Remote Desktop for Administration. You will need a
separate server for this. Documented in the SBS2003 FAQ:
