People at my work keep accidentally moving folders

Peopel at my work keep accidentally moving folders into other folders.
This happens so fast that they don't realize it has happen.
Is there a way to block the move command in windows explorer and force
people to use the copy command?

To block a move, you must deny Delete permissions on Folders.
