I want to prevent files from being dragged

Is there any way to 'protect' files in Windows, like one can protect a
worksheet in Excel? I want to make it so that people can't accidentally drag
files/documents into folders in which they don't belong.

Anyone have any ideas?

And how would the system know whether the operator moved the file
intentionally or accidentally?

How would the computer know if it was an accident or not? How would it know
if a file belonged in a folder or not?

This might be better solved with user training.
