peculiar gif problem

I copy a gif from a website into the body of an e-mail(windows mail). I send
the e-mail but the e-mail is not received nor is it returned. I send this
e-mail to both a yahoo mail acct and a hotmail acct and it is not received. I
have a pending attempt to a gmail acct. This seems to occur only when sending
a gif and it may not be all gifs. All other mail sent works fine. I called
comcast and they said to try to send from their web based mail. When I copied
the gif into the body of the letter it changed into one of those little image
boxes withe red x. I saved the gif and inserted it as an attachment and that
worked fine. I reviewed mail settings with comcast and they seem to be ok.
Is this a problem with my isp, windows mail, Norton, or with the mail at the
receiver's end or a combination of these? I tend not to think it's my isp.
The gifs that I have the problem with are a black background box with white
typed text within(eg contents of music files). It must be from some type of
index program.
There is no problem with jpg images that I can see. Your thoughts and help
on this are appreciated. It is a very minor bother to me.

Windows Mail handles some graphics better if you store them in a file,
then close all programs accessing the file, then in a new message window
click on Insert, then File Attachment, then find the file and click on it.
