I would like to replace the Adobe Reader we have installed on our two
terminal servers. Adobe is basically a hog and I have had many compaints
from our users about it.

Does anyone know of a good "free" PDF viewer that works well on terminal
services?

First, there are MANY recommendations for methods to disable unneeded
plug-ins that greatly improve the load time of Adobe Reader. Here's

Beyond, that, I recently read a recommendation for "Cad-Kas PDF
Reader" in <but have not yet evaluated it.
Might be worth investigating if the above plug-in fix doesn't help
enough.
