Foxit Reader has a "Typewriter" feature that does this. The free version
does not allow you to save the filled-in document, but you can print it.

Just a thought I had.
Maybe you can install a postscript print driver and
print the "typewriter" changed form from Foxit PDF Reader
to a postscript file and then convert the postscript file to a
PDF file with Ghostscript.
Most PDF IRS tax forms (if not all) have "permissions" that allow people
to save the form data. You will need either Adobe Reader version 6 or 7
to do this.
But there is a freeware that will you to save the data in most other
forms: Fy Tek PDF File Save.
